Proposal for Electoral Reform For Ministerial Advisory Committee on Electoral Reform
CASAC made a submission to this Committee on 30 April 2021
Pursuant to the Constitutional Court judgment in the New Nation Movement case it is common cause that the electoral system will be altered, and some form of constituency representation provided for. While the legislative changes that are being considered by Parliament are aimed at satisfying the ruling of the Constitutional Court, it is also an opportunity to improve parliamentary representation in South Africa and strengthen the basis of our constitutional democracy. The amendment of the electoral system must, however. take into account the trade-offs inherent to changing electoral systems.
